Governance is the key to make a city smart because that is where the decisions are taken.We did a study in DIKW which stands for Data, Information, Knowledge and Wisdom. We have developed a tool called Local Area Envisioning Sustainable and Scoring System. This tool was developed in Australia and it has won many awards in India. It is a good system for coordination within the city. It allows different arms of an administration to work together.
